How about Morocco, Yemen, Tunisia, Egypt? No oil and no democracy. The problem must be at least partially cultural in nature, and I fail to see

Cultures can reform or transform.The problem is that lot of other cultures have been undemocratic too, and yet developed into democraties, but that has only happened when the circumstances have been favourable. Take Catholics for example. Strong anti-democratic tendencies, yet finally even Spain and Portugal discovered the democracy. If it was possible for the Catholics, surely it is possible for the Arabs as well - as soon as the time is right.
