To include your last point into this definition and also a mention elsewhere by Paul that he wants to separate purely criminal groups from terrorists, I'll expand it slightly to:

A violent irregular or guerrilla group with political aims that does not have a reasonable level of popular support and is not opposing a repressive or tyrannical regime OR a violent irregular or guerrilla group with political aims that uses certain (defined elsewhere) illegitimate means.

If we could get agreement from Paul that this is how he defines terrorism I think we might be able to put an end to this "definition" subthread.

Now, what were we talking about before definitions took over?
