It is both - depending on how the term is being used.

like gravity is fact the explanations for evolution are the theory

The term 'evolution' refers to a theory for the factual manner in which species change over time. It is a theory to explain observable phenomena.

The term 'evolution' is ALSO sometimes used to refer to those observed phenomena - in which case it is a factual matter.

Schools teach both the observed phenomena of species change and the theory of how this operates.
