The almost peace agreement between Barak and Arafat did not break down
of settlemts. It broke down over Jerusalem.No other Israeli Prime Minister allowed to build as many new settlements as Barak. When time came to talk about peace, he demanded to keep those settlements *and* the roads connecting them to Israel in exchange for independent Palestine. When Arafat would not accept the slicing down of his land, Barak refused to negotiate further. It is quite obvious what the *real* reason for negotiations breaking down was.
