Yes, this was why the old Shogunate opened the country for foreigners. This created fear that Japan would end up under foreing control like China, and it was seen that the old system was too weak to prevent that. The reformers gained support from hostility toward this foreign influence.
Japan imitated foreign ways as needed to strengthen themselves against the threat of foreign rule. Using the word "influence" confuses the matter.
