Well, in the case of the United States the goal of the government is to : "...form a more perfect Union, establish Justice, ensure domestic Tranquility, provide for the common defense, promote the general Welfare and secure the Blessings of Liberty..." Constitution of the United States of America, Preamble.
The aristocracy is there, whether or not it has landed titles.
