I would think they learned their lesson when the strategy on Bloody Sunday backfired so massively in terms of international public opinion. See "pseudo-gangs" below.

i) have the leaderships of the various Loyalist paramilitary groups on their payroll ii) supply the weapons iii) provide the lists of Catholic targets iv) provide a secure escape route for the killers v) stop at nothing to prevent the truth coming out

you *don't* think that they're responsible?

Here's a big tip - look up the phrase "pseudo-gang", particularly with reference to official British Army counter-insurgency doctrine during the retreat from Empire in the post-WWII era.
