    I see some people say that some links are broken when (for example) MT-Newswatcher breaks them to fit within the hard wrap limit. Is this true?


    No, the RFC clearly states (in Appendix C) that line breaks and white space in a URI should be ignored:

    tools.ietf.org...

    In some cases, extra whitespace (spaces, line-breaks, tabs, etc.) may have to be added to break a long URI across lines. The whitespace should be ignored when the URI is extracted.
    And also:

    In practice, URIs are delimited in a variety of ways, but usually within double-quotes or angle brackets
