The almost peace agreement between Barak and Arafat did not break down

of settlemts. It broke down over Jerusalem.
No other Israeli Prime Minister allowed to build as many new settlements as Barak. When time came to talk about peace, he demanded to keep those settlements *and* the roads connecting them to Israel in exchange for independent Palestine.
Of course, it also included the cesion of Jerusalem to Israel and the not returning of exiles.
Besides, this proposal was never presented formally, so Arafat could not reject it.
