British government did not tell them to do so. Apartheid is when the state enforces separateness on different ethnic groups, and that is not what is happening in NI or even in Israel.

Really? Would you consider the government only offering Catholics substandard housing (when they were offered housing at all, that is) in certain neighborhoods as enforcing separateness?

Since the government provided so little housing in Catholic neighborhoods that led to overcrowding and extended families having to live together. Protestants of course were provided with all the government housing they needed. Catholics would spend years on waiting lists for housing while Protestants received housing virtually immediately. Since the vote was based on households, the combined system not only made Catholics miserable from a housing perspective, it also seriously diluted their vote.

One of the more incredible examples of this was in Derry City in which Protestants controlled the entire city government (and of course government employment and city contracts) even though they only comprised one-third of the population.
