Bombs on Japan...I wouldn't consider dropping bombs from a bomber plane to be a covert operation. Thus I wouldn't consider the atomic bomb attacks to be terrorist in nature.
It could be that my understanding of what constitutes a covert operation is flawed in which case I will need to refine either my definition or my view of the atomic attacks.
