If they *only* shot at policemen or soldiers, then they weren't terrorists in the modern sense, because anyone not a policeman or soldier could feel safe around them. The terror they generate is very limited and targeted. Very different from Al Qaida or the IRA and ETA, whose bombs could go off anywhere.

We seem to define terrorism differently, which makes further discussion of the subejct pointless.
