Incorrect. The user wants added security, not just add a password prompt for the sake of a password prompt. One of the options the user has is to enable password logins.

(Laughing at you as I'm writing this) The password is just a means to the end of desiring more security, and can be added if the user wants to add it. In other words, a requirement added because of something the user wants to do.

Some laptops have had fingerprint readers in the past, some have had voice-enabled logins etc etc. "Password" is just one option (sometimes the only option) to enable added security. The user doesn't get a laptop with the desire to enable a password prompt. Nor does he sit down at it with the desire to type in his password.

The user gets a laptop that allows him to add a requirement. Password, fingerprint, sneeze in tune to ABBA's "Dancing Queen", or whatever the laptop allows the user to add as requirement to access the system.
