Apparently the Qualcomm Quick Charge 2 devices require components in both the receiving device and whatever it it is you plug into the wall.

what does it require in the wall portion? the web site is vague.

it sounds like it can charge at a faster rate if there's something on both ends but it will work just fine if not which means it's nothing more than getting around the limitations of usb.

in any event, the actual charge circuitry, which monitors the battery's charge state, is *not* in the wall portion, nor could it ever be (and that doesn't even make any sense anyway).
