To spoonfeed it to you, the staff at NL's are predominantly contractors from corporations/Academia, and the structure provides the means to circumvent several Fed-based constraints on how to do business. One that's most commonly known is the functional circumvention of the normal Federal pay scale - - which functionally caps salaries as per 5 U.S.C. 5376 at under $200K...feel free to ask your Brothers-In-Laws how far this is below 'market rates' for a talented PhD in a cutting edge technology area.
