But yes, an Intel mac can run any current operating system you like. Then the system can execute the executable.

You can either use parallels ( you have to pay for it) to have different system at at the same time, or bootcamp that is free, to alternate. In any case, you have to buy a Windows licence, and they are not cheap.

Once the Mac owner gets hold of a copy of the Windows OS of his choice he can dabble away with Windows based software to his heart's content.

That Windows OS can be run natively in a Mac Bootcamp partition, or using virtualizing software. I have VMWare Fusion running on this Mac along with an installation of Win XP SP3, running MS Office.
