So it's actually totally misleading. The iPhone X 28% is 28% over the iPhone X *baseline* and the Pixel 38% is 38% over the Pixel's baseline. Only, the iPhone X baseline is a *LOT* bigger, so 28% increase in iPhone X activations constitutes a shitload more activations than a 38% increase in Pixel activations.
