It's about word meanings the same way that electronics is about Kirchhoff's law. You can't have semantics without word meanings and you can't have electronics without Kirchhoff's law. But that doesn't mean that semantics is about word meanings or electronics is about Kirchhoff's law.

Yes, but it's not just the meaning of words: it's at least the meaning of expressions coonducted wiith words.

No meaning of words as individuals.

Cultural Dictionary: "The scientific or philosophical study of the relations of words and their meanings."

Not the meaning of words but the relation of words and their meanings (in their relationship is implied).
