Ultimately, they're trying to figure out how much the customer can pay and to try to tailor how the deal is _presented_ to close the sale. Here in the East, they're a bit more forthcoming in that they'll come right out and ask the customer what he would like his monthly payments to be (or how much he can 'afford'). Naturally, when it comes to leases, there's more variables that can be manipulated to make a deal look good.

Apparently, the dealers are adjusting to the consumer mindset, which is focused on monthly payments (short term) rather than the summed-up total "Bottom Line" (long term)...and those of us who are of the 'long term' mindset are very much now a small minority, which many salesman fail to recognize, making them stumble, fall & FAIL.

The average age of vehicles on the road continues to increase so apparently there are many customers with a long term mindset.

It's fairly easy to find a starting point from which to negotiate from. Look at the "x in stock at this price" ads, get quotes from someone in USAA, find the invoice price and deduct the holdbacks and factory-to-dealer incentives, etc. to try to get a rough idea of the actual dealer cost (often factory to dealer incentives are not easy to find).

What always amuses me is that 1-2 year old new vehicles often cost _more_ than a new vehicle of the same model <http://www.edmunds.com/car-news/new-vs-used-car-buying.html>. I've run into this myself. There are a sufficient number of naive used car buyers driving up the cost of used cars and these buyers are unaware of just how low the street price of a new car of the same model actually is.

Many buyers still think that getting a new car at "invoice" is some sort of spectacular deal because they mistakenly believe that dealer is paying "invoice" to the manufacturer. Many buyers also still mistakenly believe that by buying a used car they are avoiding massive amounts of depreciation.
