I believe that it is a difference in design philosophy that's probably been prompted by a difference in EU-based regulations. Very well could be the case. But that doesn't explain why the Jetta that is built in the US has the same design and implementation.

Reuse of existing designs lowers their product development costs, for one.

Plus with the EPA moving to a higher fuel efficiency standard, the same basic emphasis is still there, albeit measured differently (performance based).
